The problem is setting up Thunderbird on a new system. I have other systems (Windows and Linux) using Thunderbird for the same Gmail account and they work fine. Google shows Thunderbird has access but that doesn't seem to matter for setting up a new account.
You said the other Gmail account was successfully linked. Google does suggest that all non-Google applications including Thunderbird are insecure for Gmail so it tries to block them.
